METHOW FIBER TERMS OF INSTALLATION
1. FIBER DISTRIBUTION: METHOW FIBER and METHOWNET, LLC
Methow Fiber is a subsidiary of Okanogan County Electric Coop (OCEC) and performs the role of fiber service wholesaler. Methow Fiber is tasked with installing fiber optic service as a designated service drop to each location. A service drop is the installation of a small fiber optic drop wire from the closest distribution point in the fiber optic network to the customer premise. The service drop will be installed aerial or underground and typically mirrors the path of other utility services.
Methownet, LLC is a subsidiary of OCEC. Methownet, LLC will provide the customer interface for fiber service. Once the service drop is completed, Methownet, LLC will complete the service activation and provide customer service support and billing.
2. DETERMINE FIBER SERVICE AVAILABILITY
To check service availability at your location please visit the Methownet, LLC web-based fiber service request portal. The portal area map will determine if you are in an active Methow Fiber project build-out. If the address is verified to be within an active Methow Fiber project phase and there is not a previous sign-up on file, you will be asked to complete a Customer Interest sign-up form.
If the mapping software determines your property is outside of an active project phase, you will be asked to complete a Future Fiber Projects Customer Interest form. Within this form, you will be asked if you are interested in getting an estimate to have your own fiber installed or to work with neighbors to deliver fiber to an underserved fiberhood.
Cost of Methow Fiber installations may vary depending upon funding sources for a given area.
3. APPLICATION FOR FIBER SERVICE
Once availability and terms of Methow Fiber delivery to your location are determined customers will be able to apply to schedule service installation. Potential customers will be asked to complete the fiber service application process via the Methownet, LLC fiber customer onboarding portal including all required documentation.
- Service Agreement – customer agreement to terms of installation, terms of service and acceptable use policy.
- Verification of ownership – property owner of record.
- Property owner permission form – rental or other permission granted by property owner Rental Form
4. SERVICE ACTIVATION DETAILS
A. Methow Fiber or the agents acting on their behalf, will perform all the work necessary to install a service drop from the closest distribution point on the network to the customer’s premises. Methownet, LLC will provide retail customer support and billing interface.
B. All Work must comply with Methow Fiber construction standards and any applicable Federal, State, or Municipal laws.
C. Any placement of customer owned, or pre-installed conduit/duct must be inspected and approved by Methow Fiber prior to use. Conduit/duct that is deemed unacceptable for use will not be used and a separate path may be constructed by Methow Fiber.
D. Any work in the public right-of-way or on real property not owned by the applicant shall be completed by Methow Fiber. This includes but is not limited to excavation, permits, engineering, traffic control, special conditions, etc.
E. All materials, vaults, manholes, handholes, cabinets, conduit, pedestals, service boxes, etc., will be provided by Methow Fiber. All such equipment will be installed as per Methow Fiber construction standards.
F. Methow Fiber will provide and install all electronics, passive devices, splice cases, fiber optic cable, connectors, splices, vaults, pedestals, cabinets and other necessary equipment as required.
5. TYPE OF SERVICE ACTIVATIONS
A. Overhead or underground construction will be decided at the sole discretion of Methow Fiber but will generally follow established and acceptable industry guidelines.
B. When all other utilities are provided overhead, and underground service is requested, the customer will be responsible for any cost difference in placing the service underground. A written estimate of cost will be provided and generally follow the guidelines laid out in Methow Fiber Line Extension Policy.
6. ADDITIONAL REQUIREMENTS
A. Application documents for service installation found in section 3 must be provided to Methownet, LLC prior to scheduling installation.
B. Customer must allow clear and unfettered access to the property where service is to be activated. This may include clearing vegetation, trimming trees, removing obstacles, unlocking gates or fences, and sequestering pets, livestock or animals. Failure to do so may result in delay or denial of service.
7. APPLICANT RESPONSIBILITIES
A. The applicant is responsible for all fees as outlined in sections 2 and 3.
B. Any work completed by the applicant and not inspected by Methow Fiber could be rejected and deemed unusable. This includes any internal or external pre-wiring. Applicant would be financially responsible for associated costs to replace or repair inadequate facilities.
C. Customer must provide access to an electric outlet immediately adjacent to any customer premise equipment requiring electricity.
D. The applicant may be responsible for costs to obtain easements from neighboring property owners that may be necessary to provide service.
E. The applicant shall grant and execute all necessary easements across land owned by the applicant at no cost to Methow Fiber.
F. The applicant shall furnish all pertinent ownership, utility dedication, and execution information relevant to associated easements and permits.
8. METHOW FIBER RESPONSIBILITIES
A. All applicants will be treated in a fair and nondiscriminatory manner.
B. Methow Fiber will respond in a timely manner to all requests for new service. All requests will be treated on a first come first served basis.
C. All installation work performed by Methow Fiber will be scheduled as soon as possible based on resource and material availability.
D. All estimates, quotes, and scheduling will be made in writing.
9. EASEMENTS AND PERMITS
A. When a service drop is located on federal, state, county, or municipal right-of-way all work and permitting will be performed by Methow Fiber.
B. All easements secured by applicant will include Methow Fiber as having access rights to that property.
C. Methow Fiber is under no obligation to commence legal action to secure easements or permits.
10. LIABILITY AND INDEMNIIFICATION
A. Parties adhering to this agreement release and shall defend, indemnify and hold harmless the other party and the other party's Indemnitees from all claims, losses, harm, liabilities, damages, costs, and expenses (including, but not limited to, reasonable attorney's fees for third-party personal injury and property damage) arising out of or in connection with any negligence, misconduct or other fault of the indemnifying Party or the performance or nonperformance of the indemnifying party's obligations under this agreement. To the fullest extent permitted by applicable law, the foregoing shall apply regardless of any fault, negligence, strict liability or product liability of any indemnified party or indemnitee and to any claim, action, suit or proceeding brought by any employees of either party.
B. However, neither Party shall be required to so defend, indemnify or hold harmless such indemnified party or indemnitee for any claim, loss, harm, liability, damage, cost or expense to the extent the same is caused by or results from the negligence of such indemnified party or indemnitee.
11. OWNERSHIP
Methow Fiber will be the sole owner of all facilities upon completion of construction and final acceptance.
12. REVISION
This policy cancels and supersedes any previous policy related to line extensions. This policy may be revised, supplemented or otherwise modified by Methow Fiber.
13. AUTHORIZATION
I have read, understand and agree to authorize Methow Fiber to arrange for the delivery of fiber service to my premises as defined above, including granting all necessary access for the placement of any materials and equipment necessary for Methow Fiber to provide fiber service.
